Good Neighbor Village Project Secures Major Legal Victory
Tacoma, WA – In a significant step forward for the Tacoma Rescue Mission and the Good Neighbor Village project, a Superior Court judge ruled in favor of the development, affirming its viability and positive impact on the community. This decision marks a critical milestone in the effort to provide long-term housing solutions for individuals experiencing chronic homelessness in Pierce County.
“We’re thankful that the courts have again agreed with the Tacoma Rescue Mission on the viability and promise of this project for our entire community,” said Duke Paulson, Executive Director of the Tacoma Rescue Mission.
This ruling represents the third time the project has been upheld in the legal system. Initially reviewed by a hearing examiner, then reconsidered by a second hearing examiner, and most recently appealed to the Superior Court, the Good Neighbor Village has consistently received judicial approval. Each ruling has confirmed the project’s compliance with legal, land use, environmental, and zoning regulations.
Supporters highlight the project’s innovative approach to addressing chronic homelessness. The development will provide permanent housing in 300 and 400 sq/ft cottage-style homes for over 250 residents who were born in or have lived many years in Pierce County. The expected resident profile of individuals will average around 55 years old who have experienced homelessness for 8 to 10 years. The Tacoma Rescue Mission anticipates that most will have one or more additional challenges such as physical disabilities, mental health conditions, or substance use disorders. To support residents, on-site services will include medical care, mental health support, case management, financial assistance, and addiction recovery programs.
Residents will be required to pay rent and adhere to civil law, as well as additional community standards based on the principle of “being a good neighbor.” Employment opportunities within the village will allow residents to contribute through roles such as farming, maintenance, and community upkeep.
With this favorable court ruling, $9.5 million in federal funding will be invested in the Tacoma Rescue Mission to continue the construction of Good Neighbor Village. Additionally, the organization has raised or secured pledges for an additional $6 million in private funding since launching its capital campaign.
